The U.S. Department of Housing and Urban Development (HUD) selected the Pomona Housing Authority (PHA) to participate in the Moving to Work (MTW) Demonstration Expansion Program to design and test new ways of providing housing assistance and services to low-income households.  Housing Authorities selected for the demonstration are permitted to seek exemption from many existing Public Housing and Housing Choice Voucher program rules found in the United States Housing Act of 1937 in pursuit of the three MTW statutory objectives: cost savings, self-sufficiency, and housing choices

Moving to Work Program Activities

  • MTW agencies can adopt and implement policies for setting tenant rents in the tenant-based voucher program, and project-based voucher program . These policies may include an alternative calculation of tenant rent that is not based on income, the elimination of utility reimbursement payments, the ability to eliminate deductions, and many other rent policies that can be found in the MTW Waivers.
  • MTW agencies can establish an alternate reexamination schedule for Housing Choice Voucher (HCV) households.
  • MTW agencies can limit the duration of assistance for families in the HCV program.
  • MTW agencies may raise the Project Base Voucher cap within a project up to 100%.
  • MTW agencies may use MTW funds to provide Landlord Leasing Incentives.
