All individuals and companies doing business in the City of Pomona are required by the City Code (Section 50-331, et. seq.) to obtain a City of Pomona Business License prior to commencing operations. Application for a license may be made online using the online application link or at the Business License counter (of the Revenue Management Division) on the first floor of City Hall, during our regular business hours. It should be noted that both residential and commercial property rentals are considered business operations and must be licensed accordingly.

Senate Bill 205 Business License Stormwater Discharge Compliance
California Senate Bill No. 205 (SB205), approved in October 2019, mandates “regulated” industrial facilities demonstrate enrollment under the State Water Resources Control Board's (SWRCB) Industrial General Permit (IGP) prior to being issued a new or renewed business license. To meet the requirements of SB205, businesses applying for a business license within the City of Pomona must complete and submit the Environmental Questionnaire Form. SB205 is effective as of January 1, 2020.

Applicants that fall under a certain category will need to provide, under penalty of perjury, their primary State Industrial Classification (SIC) Code. You can look up your SIC Code here.

The contents of SB205 can be viewed at the official SB205 text and FAQ are provided below.

If the SIC Code is regulated by the IGP, then one of the following must also be provided: Waste Discharge Identification Number (WDID), WDID Application Number, No Exposure Certification Identification Number (NEC), or Notice of Non-applicability Identification Number (NONA). The City is also required to confirm that information submitted to demonstrate enrollment or application actually applies to that business and its facility/facilities.
