Dr. Pedro R. Payne is the City of Pomona Office of Violence Prevention (OVP) Manager. His career spans over two decades in violence prevention and social justice across public and private sectors. Holding a Ph.D. in Sociology with a specialization in race and class inequality and criminological theory, Dr. Payne is a published author and contributor to The Department of Justice’s Office of Juvenile Justice Department, focusing on evidence-based principles to combat gang membership and youth violence. His leadership, fluency in English and Spanish, and oversight of multi-million-dollar budgets position him as a seasoned leader in violence prevention.
Vanessa Moreno is the Senior Analyst at OVP, she brings thirteen years of expertise to the team, honed through roles such as Regional Program Coordinator at the Mayor's Office of Los Angeles. Her commitment to curbing youth violence is evident in her strategic partnerships with various stakeholders and meticulous oversight of programmatic and fiscal performance. Ms. Moreno's responsibilities extend to policy development and the preparation of crucial internal documents, demonstrating her invaluable contributions to the OVP team.
