Program Overview
Through this program, property owners of multi-unit residential buildings with 3-11 units within Pomona can receive a deferred loan of up to $30,000 per unit to assist with eligible property improvements. The loan term is 10 years with 0% interest. Beginning at year six, the loan reduces by 20% annually and is fully forgiven after ten years.
Owner Contribution
While the City provides substantial funding, property owners are required to contribute a portion of the project’s total cost. For example, on a $130,000 project for a 4-unit property, the City may provide up to $120,000, while the owner covers the remaining $10,000. Additionally, 10% of the City loan must be allocated for lead testing and abatement.
Eligible Improvements
The City’s funding covers a variety of essential property improvements, both interior and exterior. However, any existing code violations or safety hazards must be addressed before other upgrades are made. Eligible improvements include:
- Exterior and interior painting
- Roof repair or replacement
- Electrical wiring upgrades
- Kitchen remodeling
- Heating and plumbing repairs
